PROCEDURES FOR INTERESTED PERSONS WISHING TO BE HEARD ON MATTERS RELATING
TO THE YOUNGSVILLE MAYOR & TOWN COUNCIL

The procedure to interested persons to be heard at a Regular or Special Meeting of the
Mayor and Town Council on matters relating to Youngsville’s Government are as follows:

1. Persons wishing to address the Council must complete speaker’s request form and submit to the
Municipal Clerk prior to meeting.

2. Each speaker will be allowed five (5) minutes to state his or her comments, questions or concerns
on any agenda item.

3. If an organized group of interested persons are present, the group must assign no more than two
(2) speakers or representatives of the group which speakers or representatives will speak on behalf
of the group with each speaker allocated five (5) minutes.

4. On items which would be considered divided issues, a total of five (5) minutes would be allocated
for the opponents to speak, a total of five (5) minutes would be allocated for the proponents to speak,
three (3) minutes would be allowed each side for rebuttal and then discussion would be held by the
Council.

5. The Council will receive public input on resolutions and ordinances being considered for final adoption.
The public comment will be restricted to the subject matter addressed only in the resolution or ordinance.

6. There will be no debate with the Council. The speaker will not make any derogatory comments about
any person but will simply state factually what that speaker’s concerns are.

7. An effort will be made to answer questions posed by any speaker. Should an answer not be available
at any meeting, the speaker will be requested to submit his question(s) to the Administration in writing
and the Administration will furnish a written answer to the speaker at a future date.

8. All comments received will be made part of the official record/tape of this Council meeting.

9. Your public comment can only be extended by a motion, second, and 2/3 vote of the elected
membership of the Council to suspend the rule to allow additional time.
